First of all, keep your heart rate up to about 80%, you can push the bar from 476 calories per hour with normal swimming to 680 with vigorous swimming.
To further tone leg and arm muscles play around with pool accessories: kickboard, hand paddles, swim fins, or a foam buoy between your leg are all great choices to push yourself. Break up your natural rhythm to stimulate metabolism and heart rate: swim one lap, two laps, six laps, four laps, two laps....with a short 15-30 second rest between each one. Obviously swimming fast burns the most calories, but that doesn't mean you have to do the impossible for an hour – swim sprints every few laps instead. Finally, don't loiter, your time in the pool should be full active with no longer than a 10 second pause between laps.
